Bexley’s Environmental Services department ensures that highly visible front-line services are delivered across the borough. The Council has a statutory duty to maintain the urban environment clean via services such as recycling, waste collection, disposal and street cleansing. These are universal services which are used by all Bexley residents and the department ensures that these services are delivered in an efficient manner by its contractors. In addition, the department is responsible for the enforcement of littering and fly tipping offences, as well as the issuing of street trading licences in the borough.   
  
London Borough of Bexley is a unitary authority, and the team is also responsible for the monitoring of all waste disposal contracts. The team works closely with partners in the waste industry to ensure that both reuse and recycling centres in the borough are running smoothly and that the material collected from the kerbside and from both recycling centres in the borough is disposed of in line with the requirements set in the Environmental Protection Act from 1990. Our team also engages with Bexley residents and schools and provides advice on recycling. We have a pool of over 350 street litter picking volunteers. 

About the Role

You will take collective responsibility in the drafting of the Bexley Waste Management Strategy in the aim of achieving long term sustainable waste and street cleansing services in the borough. You will be required to deliver service improvements and develop better services for our residents and will be heavily involved in the implementation and delivery of  our annual Street Services Improvement Plan.   
You will be required to produce information, reports and submit funding applications and applications for service awards and constantly seek to develop and improve the services.  
 
You will be responsible for managing a pool of local volunteers and engage them in activities and ensure the initiatives are delivered in line with Health and Safety.  You will also be required to organise litter picking projects with the Community Payback section and the pool of  snow gritting volunteers.  
  
You will represent the department at meetings with contractors, elected members, Community Safety meetings and forums and under the guidance of the Environmental Services Manager (Waste Disposal and Street Cleansing) , you will be responsible for the planning, delivery and implementation of capital programme schemes linked to service development i.e. the replacement of waste containers, litter bins and installation of CCTV enforcement cameras. You will also be responsible for  the planned annual cleansing maintenance of all TfL Road network in the borough and that the programme is delivered as per agreed schedule.   
  
You will work collaboratively with the Enviro-crime enforcement team to ensure fly tipping and littering offences are minimised boroughwide and that the monthly data on all street scene national indicators is monitored and recorded on Waste Data Flow.   
As our development officer you will be required to prepare and deliver bespoke presentations on waste management and street cleansing issues to various groups, meetings and conferences. This is to ensure that the service is represented at internal and external forums and that the knowledge obtained is shared which will allow services to be transformed, modernised and digitalised in line with other local authorities.

Candidate Profile

This will lead to better Client management and improved outcomes for our residents.
